What is the proposed change?
Add a new 0-3 axis v2_a11 measuring how strongly the proposal carries an explicit market-stage signal (commodity/category-creation/displacement/incumbent-shift). Score 0 if proposal references no buying-stage; 1 if implicit; 2 if named; 3 if named with stage-appropriate go-to-market verb (e.g. 'displace' for incumbent-shift). Insert scoring call alongside a1-a10 composite. Update composite formula to weight a11 at 1.0 (same as a6, a9, a10).

Expected effect
Breadth-first proposals (per S202 ratification) that omit market-stage will score 0-1 on a11, dropping their composite by ~1-2 points and reducing pass-through of stage-blind candidates by an estimated 15-25%.
Falsifier — what would prove this wrong?
Re-score the 100 most recent graduated candidates with a11 enabled; if a11 score does not correlate (r<0.2) with the S202 council's upstream+market-stage flag, the axis is misdesigned and should be removed.
